FEDO Mark 67th International Human Rights Day in Kathmandu.
Kathmandu/10, December, FEDO jointly celebrated 67th International Human Rights Day: Human Rights 2015, Bhirkutimandap, Kathmandu, Nepal, with the slogan “Our Rights, our Freedoms, Always” in collaboration of different human rights organization, civil society organizations, Beyond Beijing committee, INSEC, Rastriya Dalit Network, Feminist Dalit organization and . Human Right, in this year, will advocate and lobby for the effective implementation different rights mentioned in the new constitution prioritize the gender equality issues and development of Nepal.
The objectives of marking international day are to sensitize and pressurize the government and other stakeholders working on Human Rights issues to ensure the rights of every individual. For the similar cause, Human right activist prof. Kapil shrestha sought to ensure the right of every individual without violating the other human rights. Similarly, Human rights defenders Sushil Pyakurel, Mohana Ansari, spokesperson, (National Human Right Commission), Gopal Lamsal (NGO federation), Shanta Laxmi Shrestha (Beyond Beijing committee) strongly sought to ensure the rights of every individual without discriminating based on the caste, nationality, religion, gender, sex and disability.

UN Nepal UPR Review calls for effective implementation of Caste-Based Discrimination law
(Geneva, November 5, 2015) – United Nations member states yesterday urged Nepal to ensure the rights and equality of Dalits. Seventeen member states raised their concerns and recommendations on caste equality discrimination at the United Nations Periodic Review (UPR) of Nepal, Member states noted theweak implementation of the law, poor case investigation, and continued widespread caste discriminationurging the Government to ensure effective and implementation and of the Caste-Based Discrimination and Untouchability Act of 2011.
They recommended that Nepal sets in place effective measures and a concrete strategy to implement the law on caste-based discrimination.
The Deputy Prime Minister and Minister of Foreign Affairs, Kamal Thapa pointed to “zero tolerance against discrimination” guaranteed with the newly adopted Constitution (adopted on 20 September 2015). He underlined that all forms of discrimination based on caste, religion and gender are punishable by law. He recognized that these social practices still continue at some places, but emphasized that with strong legislation and infrastructure in place he believed that “the social evil will come to an end”.
Members states raised concerns on the continued widespread practices of caste discriminationand called on Nepal to strengthen its efforts to effectiveness of the laws effectively implement existing laws and policies recommendedeffectiveness of the laws aimed at ending and preventing all forms of discrimination, in particular against women and Dalits. And take concrete steps to translate anti-discrimination efforts into concrete practice on the ground.
The situation of violence against women in Nepal, concern at the level of trafficking in persons especially Dalit women and girls, and numerous reports of caste-based violence and discrimination call for specific action. States commended the government for promulgation of the Constitution and also urged the adoption of public policies to eliminate all forms of discrimination, including against Dalits, women, indigenous peoples and minorities. States raised particular concerns of equal access to education for Dalits and reports on discrimination of Dalits in the relief and rehabilitation after the earthquake prompted recommendations on ensuring non-discriminatory access in relief efforts.
In its response to the recommendations, the Government noted that Dalit access to justice is a priority and referred to the development of an integrated action plan.
While acknowledging that the Nepal Government has taken strides over the past years to ensure Dalit rights through legislative measures, Dalit rights organisations are demanding a national action plan to eliminate caste discrimination and an effective coordinating mechanism to oversee its implementation. Dalit rights organisations have pointed to the importance of public campaigning and institutional reform noting with deep concern that state organs are yet to fulfil its strong commitment for inclusive and non-discriminatory institutions.
The Government of Nepal is due to respond to the UPR recommendations on 6 November.

काठमाडौं÷२१ साउन, संयुक्त दलित आन्दोलनले दोस्रो चरणको आन्दोलनका कार्यक्रम छिट्टै तय गर्ने घोषणा गरेको छ । आन्दोलनका कार्यक्रम तय गर्न परशुराम रम्तेलको संयोजकत्वमा रणेन्द्र बराली, गणेश वि.के, विनोद पहाडी, शोभा दुलाल, पदम सुन्दास लगायतको सात सदस्यीय कार्यदल बनाइएको छ ।
आजै बसेको कार्यदलको बैठकले आन्दोलनका लागि साझा ऐजेण्डा बनाएको र यसलाई राजनीतिक दल र दलित नागरिक समाजको शीर्ष नेतृत्वबाट आजभोलि नै अनुमोदन गराएर दोस्रो चरणका आन्दोलनका कार्यक्रम घोषणा गरिने कार्यदलका सदस्य रणेन्द्र बरालीले जानकारी दिनुभएको छ ।
दलित महिला संघ (फेडो) को सभाहलमा भएको समीक्षामा दलित अधिकारकर्मीले आजसम्मका कार्यक्रमको समीक्षा गर्दै आन्दोलनलाई थप सशक्त बनाउन संयुक्त राजनीतिक दलित सङ्घर्ष समिति, दलित सभासद् समन्वय मञ्च र दलित नागरिक समाजलाई अबदेखि ‘संयुक्त दलित आन्दोलन’ को नाम दिने साझा सहमति पनि गरेका छन् ।
छुट्टाछुट्टै नामबाट आन्दोलन गर्दा शक्ति कमजोर हुने र आन्दोलन विभाजित हुनसक्ने भन्दै एकीकृत आन्दोलनबाट अधिकार प्राप्त गर्न सकिने निश्कर्ष निकाल्दै सबै आन्दोलनका घटक ‘संयुक्त दलित आन्दोलन’ को ब्यानरमा जान सहमत भएको संयुक्त दलित राजनीतिक सङ्घर्ष समितिका संयोजक परशुराम रम्तेलले बताउनुभयो ।
समीक्षा बैठकमा सभासद् जीतु गौतमले पहिलो चरणको आन्दोलन सफल भएको भन्दै अबको आन्दोलन सशक्त बनाउन सबैपक्ष एकजुट भएर लाग्नुपर्नेमा जोड दिनुभयो ।
दलित अधिकारकर्मी दुर्गा सोबले पहिलो चरणको आन्दोलनमा सबैतिरबाट सकारात्मक सहयोग जुटेको र आन्दोलनले एउटा उचाइ हासिल गरिसकेकाले यसलाई निश्कर्षमा पु¥याउन निरन्तर खबरदारी गर्नुपर्नेमा जोड दिनुभयो । उहाँले आगामी दिनमा आन्दोलनलाई अझ आक्रामक बनाउन सबै एकजुट भएर लाग्नुपर्ने बताउनुभयो । घाइतेको उपचार र आन्दोलन परिचालनका लागि एउटा छुट्टै कोष बनाएर व्यवस्थित गरिने सोबले बताउनुभयो ।
दलित नेता रणेन्द्र बरालीले दलित अधिकार प्राप्तिका लागि टाउकोमा कफन बाँधेर लड्न सबै अधिकारकर्मीलाई आब्हान गर्दै भन्नुभयो ‘अब जारी आन्दोलन अधिकार प्राप्त नभएसम्म रोकिदैन ।’ उहाँले दोस्रो चरणका आन्दोलनका कार्यक्रम देशव्यापी बनाउनुपर्नेमा जोड दिनुभयो ।
सभासद् अनिता परियारले राजनीतिक दलका शीर्ष नेताले दलितका मुद्दालाई नबुझेर भन्दा पनि नचाहेर आफूहरुका मुद्दा संविधानको मस्यौदा आउँदा कटौती भएको बताउनुभयो । उहाँले अधिकार प्राप्तिको लडाँईमा संविधानसभा र सडकको मोर्चामा एक भएर लड्नुपर्नेमा जोड दिनुभयो ।
समीक्षा बैठकमा नागरिक समाजका अगुवा गजाधर सुनारले अबको आन्दोलन निर्णाक बनाउन शीर्ष चारदलका शीर्षस्थ नेतालाई एकठाउँमा बोलाएर आफूहरुका मुद्दामा विशेष अन्तरक्रिया गराउनुपर्ने बताउनुभयो । आन्दोलनका लागि भित्रबाहिर सबैबाट आवश्यक सहयोग भइरहेकाले यसलाई देशव्यापी बनाउन उहाँले जोड दिनुभयो ।
दलित नागरिक समाजका अगुवा पदम सुन्दासले पहिलो चरणको आन्दोलन सफल भएकाले त्यसैलाई टेकेर दोस्रो चरणको आन्दोलन सफल बनाउनुपर्ने बताउनुभयो । उहाँले आन्दोलनमा घाइतेको उपचार भइरहेको र यसका लागि सबैले आ–आफ्नो क्षेत्रबाट आर्थिक सहयोग गरिरहेको जानकारी गराउनुभयो ।
समीक्षा बैठकमा पूर्व सभासद् विनोद पहाडी, एमाले नेता गोविन्द नेपाली, गणेश वि.के, भक्त विश्वकर्मा, सभासद् टेकु नेपाली, मोती नेपाली, शुशील वि.के, पदम विश्वकर्मा, अञ्जान परियार, चन्द्रबहादुर विश्वकर्मा, शम्भुहजारा पासवान, चक्रमान विश्वकर्मा लगायतले जस्तोसुकै परिस्थितिमा पनि आन्दोलनलाई सफल बनाउन सबै एकजुट भएर लाग्नुपर्नेमा जोड दिनुभएको थियो । उहाँहरुले कसैसंग पनि दलितका मुद्दामा सम्झौता नहुने बताउँदै सबै पक्षलाई समेटेर अगाडि बढ्नुपर्नेमा जोड दिनुभयो ।
अधिकारकर्मीले संयुक्त दलित आन्दोलनको पहिलो चरणको कार्यक्रममा भएका कमी कमजोरीलाई सच्याएर अगाडी बढ्न सामूहिक सङ्कल्प र प्रतिवद्धता समेत व्यक्त गर्नुभएको छ ।
दलितद्वारा राजधानीमा विशाल जनप्रर्दशन

काठमाडौं÷२० साउन, नयाँ संविधानमा केन्द्रमा ३ संघमा ५ र स्थानीय तहका व्यवस्थापिकामा १० प्रतिशत प्रतिनिधित्वको सुनिश्चितता हुनुपर्ने लगायतका विभिन्न ९ बुँदे माग गर्दै आएका दलित समुदायले आज बानेश्वरमा विशाल जनप्रदर्शन गरेका छन् ।
संयुक्त राजनीतिक दलित सङ्घर्ष समिति, दलित सभासद् समन्वय मञ्च र दलित नागरिक समाजको संयुक्त आयोजनामा बबरमहलदेखि निकालिएको उक्त ¥यालीसहितको जुलुस नयाँ बानेस्वरमा पुगेर कोणसभामा परिणत भएको थियो ।
नयाँ संविधानमा पहिलो संविधानसभा, संविधानसभा अन्तर्गतको निक्र्यौल समितिले सर्वसम्मतीबाट पारित गरेका व्यवस्थालाई यथावत राखिनुपर्ने, राज्यका सबै संयन्त्रमा क्षतिपूर्तीसहित समानुपातिक प्रतिनिधित्वको सुनिश्चितता गरिनुपर्ने लगायतका नौबुँदे साझा माग राख्दै आएका दलितहरुले चरणबद्ध आन्दोलन अन्तर्गत आज विशाल जनप्रदर्शन गरेका हुन् ।
कोणसभालाई सम्बोधन गर्दै सभासद् मीन विश्वकर्माले पूर्व सहमति भइसकेका र सबैले स्वामित्व ग्रहण गरिसकेका दलित समुदायका मुद्दालाइ राजनीतिक दलका शीर्ष नेताहरुले कटौती गरेको भन्दै घोर भत्सना गर्नुभएको छ ।
विश्वकर्माले विगतमा राणा, पञ्च र शाहहरुका विरुद्धमा लडेका दलितलाई नयाँ संविधानमा आफ्ना हकहित र अधिकार सुनिश्चित गराउनका लागि आज फेरि व्राम्हणवादका विरुद्धमा लड्न बाध्य बनाइएको आरोप लगाउनुभयो ।
सभासद् जीतु गौतमले आफूहरुका मुद्दा एकाएक कटौती गरि संविधानको मस्यौदा ल्याइएकाले बाध्य भएर आन्दोलनमा होमिएको बताउँदै अधिकार प्राप्त नभएसम्म आन्दोलन जारी रहने उद्घोष गर्नुभयो ।
उहाँले अरुका मौलिक हकमा कानुन बनाउनु नपर्ने तर दलित समुदाय सम्बन्धि व्यवस्था गरिएको मौलिक हकका विषयमा कानुन बमोजिम हुनेछ भन्ने व्यवस्था राखिनु घोर अपराध भएको बताउनुभयो ।
सभासद् दलजीत श्रीपाइलीले दलित समुदायको हकहित र अधिकार प्राप्तिका लागि जनयुद्धमा ज्यानको बाजी थापेर नाफामा आएको जिन्दगीलाई दलितको अधिकार प्राप्तिका लागि आहुति दिन तयार भएको बताउनुभयो ।
उहाँले आफूहरुले उठाएको केन्द्रमा ३ संघमा ५ र स्थानीय तहमा १० प्रतिशतको सुनिश्चितता नभएसम्म आन्दोलन नरोकिने बताउनुभयो । श्रीपाइलीले आन्दोलन दुइचारजनाको हातखुट्टा भाँचिदैमा र केही साथीहरु घाइते हुँदैमा आन्दोलन नरोकिने बताउनुभयो ।
दलित समुदाय अरिङगालको गोलो भएको र यो बाघ समुदाय भएकाले यसका विरुद्धमा कदम नचाल्न शासकलाई चुनौति दिनुभयो ।
सभासद् अनिता परियारले दलित समुदायले राज्य नमागेर नयाँ संविधानमा आफ्नो अधिकार मागेको बताउँदै सत्तामा बसेका केही व्यक्तिले आफूहरुका अधिकारलाई जबर्जस्ती कटौती गरेको बताउनुभयो । यसका लागि आफूहरु अधिकार प्राप्त नहुँदासम्म आन्दोलनमा होमिने बताउँदै ऐक्यवद्धताका लागि सबैमा अपिल गर्नुभयो ।
सभालाई सम्बोधन गर्दै गैर सरकारी संस्था महासंघकी अध्यक्ष शर्मिला कार्कीले दलित आन्दोलन न्यायको आन्दोलन भएकाले यो राष्ट्रको आन्दोलन हो भन्नुभयो । उहाँले आन्दोलनप्रति आफ्नो ऐक्यवद्धता जनाउँदै घाइतेको उपचारका लागि नागरिक समाजद्वारा स्थापित कोषलाई पाँचहजार दिने घोषणा गर्नुभयो ।
सभामा नागरिक अगुवा तथा सभासद् श्याम श्रेष्ठले दलितका विषयमा कोही नबोलेको अवस्थामा पनि आफूहरुले संविधानसभामा दलितका मुद्दा सम्बोधन गराउन निरन्तर दबाब दिइरहेको बताउनुभयो ।
श्रेष्ठले आन्दोलन जायज भएको र यो मानवअधिकार र सामाजिक न्यायको आन्दोलन भएकाले यसलाई सबैले सम्बोधन गर्नु आवश्यक रहेको बताउँदै अधिकार प्राप्त नभएसम्म आन्दोलन जारी राख्न आग्रह गर्नुभयो ।
सभालाई दलित नागरिक समाजका अगुवा पदम सुन्दास, भक्त विश्वकर्मा, अधिवक्ता दिनेश त्रिपाठी, प्रमिला दास, दिलबहादुर विश्वकर्मा, विजयलाल कर्ण, पदम विश्वकर्मा, उपेन्द्र छटुन्जेल लगायतले सम्बोधन गर्नुभएको थियो । सो अवसरमा दलित अधिकारका लागि अन्तर्राष्ट्रियस्तरमा आवाज उठाउँदै आएको ग्लोबल फोरमका संयोजक धर्म विश्वकर्माले आइते उपचार कोषमा फोरमका तर्फबाट ५० हजार सहयोग गर्ने घोषणा गर्नुभएको थियो ।
आन्दोलनलाई थप सशक्त बनाउन आजसम्मको कार्यक्रमको समीक्षा गर्दै आन्दोलनका नयाँ कार्यक्रम छिट्टै घोषणा गरिने संयुक्त दलित आन्दोलनले जनाएको छ ।
